Attaché, Andean Region, U.S. Immigration and Customs Enforcement, Homeland Security Investigations – Office of International Operations

Luis Sierra serves as the ICE/HSI Attaché for the countries of Colombia, Peru, Venezuela, Ecuador, Suriname and Guyana and as the DHS Attaché for Colombia. Attaché Sierra oversees and manages personnel and operations for three offices (Bogota, Cartagena and Quito) and the largest Transnational Criminal Investigative Unit in ICE/HSI.

Prior to his assignment to Colombia, Mr. Sierra served as Deputy Assistant Director, Western Hemisphere at the ICE/HSI - Office of International Operations in Washington, DC. In this capacity, Mr. Sierra oversaw all personnel and operational aspects of ICE/HSI investigations and mission priorities for countries in Mexico, Canada, Central and South America and the Caribbean. Prior to serving as the Deputy Assistant Director for the Western Hemisphere, Mr. Sierra was the agency’s Operations Chief for San Diego County California and the State of Arizona.

Mr. Sierra, has over 21 years of law enforcement experience having begun his law enforcement career in 1996, in San Diego, California on the US/Mexico border and has served in San Juan, Puerto Rico the HQ Special Operations Division and overseas. Attaché Sierra previously served as the Attaché to Colombia from 2007-2011. Mr. Sierra also served in the US Coast Guard as a Special Agent with the Coast Guard Investigative Service.

Mr. Sierra holds a Degree in Criminal Justice and is a ACAMS Certified Anti-Money Laundering Specialist.
